Hello Library Supporters!

Summer’s gone, Autumn is upon us with its bustle of activities. You may wonder what the final outcome of the big push for library funding brought to our branch in addition to keeping the doors open.

We’ve been told that there will be a new hire to provide Applegate with a manager. Along with a manager comes, we hope, the opportunity for more programs and perhaps a return of the popular Legos program will be amongst them. While the budget increase from the county’s general fund was more than generous, we didn’t gain any hours, and no library in Placer County will be open on Mondays. FOAL continues to make a quarterly contribution to the system for materials.

As generous as it was, the increase in budget is a one-time boost for Placer County libraries. While we were fighting there was always an undercurrent of uncertainty about where the money could be found on a permanent basis. Tomorrow was never a promise. You’ll be happy to know that all the Friends of the Library organizations in the system will continue to work together to find a solution to funding branches large and small. There will be more meetings to hear your ideas and ask for your support when a final solution is determined.

Important Update

On June 13 the Placer County Board of Supervisors unanimously approved the Preliminary budget for Fiscal Year 17-18. A new computerized process came onboard along with new employees making the entire budget process entirely different from what has happened in the past. Budget numbers were drawn from FY 16-17 figures and adjusted for variables. Several departments were given an additional look and budgets increased to meet their needs. The Library Services System received a large boost in funding though not everything they requested was forthcoming. Kudos to Mary George and Kelly Heikila who worked, conversed, met and crunched numbers to construct their budget for this FY. You can find the actual budget and numbers on the County website.

The Final Budget will be considered in September when it is clear what additional funds will be available for supplemental funding. Library Administration has made requests for additional funds but it is doubtful that any large addition will be made to the Library budget given the fact that staff and other areas  received a robust increase in the temporary budget. It is, all around, a validation of the Placer County Library System with every branch receiving benefits from the Supervisors’ endorsement of the Library going forward. Thank you to the Placer County Board of Supervisors for recognizing that libraries are an important cog in the cultural wheel of Placer County.

This budget means there will be no library closures this fiscal year. The budget allows for maintenance of all open branches at their current levels. For Applegate, that means that we will continue to be open four days a week at varying hours. There will always be two staff on hand to help you and answer your questions. This summer there will be a reading-centered program for your kids to enjoy as there will at every other open branch. Going forward programming in the Applegate Library may be limited to Storytime. Nonetheless, popular programs that were once held in the library and staffed by County employees may be moved to the Applegate Civic Center Club staffed by Friends of the Library and ACCC members. We are currently in discussions with their Board of Directors. As you know we have partnered with them for our Books in Back program and other events. We look forward to strengthening our partnership and bringing more local residents into both organizations.

Your library card is a ticket to free information, fun and digital access no matter which branch you choose. Your membership in a Friends of the Library organization is your expression of support for your local branch as well as the entire system. I hope you will consider joining

WE HEARD AT THE MEADOW VISTA MAC MEETING ON MAY 3 THAT NO BUDGET HEARINGS WILL BE HELD THIS YEAR. THIS MEANS THE MAY 9 BOARD OF SUPERVISORS MEETING IS NOT CRITICAL FOR BUDGET INPUT. THE DATE HAS MOVED TO JUNE 13 WHEN THE CEO’S RECOMMENDED BUDGET WILL BE SUBMITTED AND PERHAPS APPROVED ON THE SAME DAY. KEEP IN MIND THAT ANYTHING SAID HERE IS ALL SUBJECT TO CHANGE. NO PROMISES HAVE BEEN MADE.

 

We will be at the Supervisor’s meeting on the 13th of June and hope you can make it as well. For those who are wondering what happened to the budget hearings etc., they will not be held as in past years. Now the budget comes from the CEO’s office after consultation with the department heads and I assume the Supervisors. The MAC meeting that we attended on 5/3 in Meadow Vista is also the only outreach the library is going to do prior to approval of the preliminary budget. I specifically asked if our local WACMAC would be on the schedule and was told by library admin that they weren’t asked to present anything there.

 

The budget on the 13th will keep our doors open for another year if it is approved (which is still open to question) but it won’t provide anything beyond what we have now. For those who don’t know already, Applegate doesn’t have any permanent staff. Our two ladies are ‘placeholders’ and as such not allowed to do any programs or other extras.

 

Bottom line? We need to continue to push forward and keep the visibility high. When supplemental budget requests are heard in September the library must be a higher priority if we are going to get what we need to provide Mondays open, more staff, etc. The Applegate FOL continues to work with the other FOLs to provide a countywide campaign for visibility and priority for the library system as a whole. There is a strategy that includes working the various festivals and fairs that occur throughout the County in the summer months, writing letters to supervisors and newspapers, and raising our membership numbers. We’re in the process of sorting through all this right now and deciding what comes first but ask you to keep in mind we will need volunteers to gather more signatures, sit at tables at public events and talk to neighbors. We could not have gotten this far without knowing, and telling those in power, that we have a strong base and our cause speaks to the very cultural fabric of Placer County.

 

So, the process grinds on. A little win, a little uncertainty and good support from all of you. We’ll be in touch when we have it sorted out.

UPDATE!!!!

ATTENTION LIBRARY SUPPORTERS

The Board of Supervisors just confirmed that the budget workshop will NOT be held on April 24. It has been postponed until perhaps May and maybe even June. That is good news for us as it gives us more time to prepare. If you have questions or concerns please call Judy at 530-392-3041.

Dear Library Supporters

Only 5 days remain before the Library makes its presentation before the Board of Supervisors!

IT IS VITAL THAT AS MANY PEOPLE AS POSSIBLE ATTEND THIS MEETING.

Seeing a room full of concerned citizens is one of the best ways to tell the Supervisors that we care about our libraries and we want them to be funded to a level that allows for more hours, more materials, more computers and more staff across the board.

Our library Administration is terrific, but they can’t get an increase without a solid show of support.

Bring your kids, your neighbors, your best stories of how the library has helped you. Please attend!!!

 

Upcoming Board of Supervisors meeting scheduled for April 24

Hello Library Supporters!

On April 8, the Core Committee from Friends of the Applegate Library held a networking session for the Board Members of all the Friends of the Library groups supporting various branches.

The thrust of the meeting was to bring these separate groups together to join their voices to our requests for an additional $1.3 million dollars in FY 2017-18. Their cooperation is vital to our success in convincing out -of -area Supervisors that libraries really do matter.

VITAL COMMUNITY TASK

Please write to the Board of Supervisors telling them that libraries have been shortchanged too long and the 2017-18 FY budget needs to be increased. $1.3 million will give the libraries a sustainable budget that will provide funds for staff, collections, facilities and prevent the closure of any more branches.

A budget hearing has been tentatively scheduled for April 24 in Auburn. This is the meeting where it is VITAL that we fill the hall and into the overflow with concerned citizens. Please mark your calendar now to attend this meeting at 9 a.m.
